No, literary agents don’t actively go out and look for authors. Most accept submissions through what is known as the Slush Pile. Agents also sometimes do events where they can meet writers. They aren’t specifically looking to represent someone at these events but if they meet someone they click with or someone who has an interesting concept, they may be interested in pursuing a working relationship.
Some agencies have literary scouts. It’s the job of these people to specifically go out and discover writers who have talent and recommend them to the relevant agents in that agency. There are also scouts who don’t work for specific agencies. These people may run writing courses or editing services and should the work they come in contact with be good enough, they may recommend it to agents.
